Under the auspices of HRH Abdullah Bin Mosaad Bin Abdulaziz , General President of Youth Welfare and Chairman of Saudi Arabian Olympic Committee ,
Chaired by Dr. Mohammed Saleh Al-Konbaz, WADA Foundation Board Member, Chair of the UNESCO Convention Against Doping in Sport and President of the Saudi Arabian Anti-Doping Committee (SAADC)
All participants to the Anti-Doping Law and Sport Conference here in Riyadh having examined, discussed and fully considered the documents and presentations from the meeting, wish to adopt the following resolutions:
- Respect the messages given by HRH Abdullah Bin Mosaad Bin Abdulaziz, General President of Youth Welfare and Chairman of Saudi Arabian Olympic Committee, and Mr. David Howman, Director General of the World Anti-Doping Agency (WADA) and their strong wish to continue to work together in the fight against doping in sport, especially on how sport and law play an important part in the fight against doping in sport and how partnership can further enhance the rights of the cleanathlete. .
- Appreciate the reports and presentations given by guest speakers on the related Conference topics and the recent development of anti-doping policy and activities in each of the organizations, in particular, the report presented by the representatives of the public authorities and sport movement of the Kingdom of Saudi Arabia, namely the Saudi Arabian Anti-Doping Committee (SAADC), Saudi Food and Drug Authority (SFDA), General Directorate for Narcotics Control ( GDNC), Saudi Taekowondo Federation, Saudi Halls and Sports Center Control Committee.
- Appreciate and commend the work of the Conference Committees Chaired by HRH Abdullah Bin Mosaad Bin Abdulaziz, and Dr. Mohammed Saleh Al-Konbaz and his team for preparing and organising the meeting effectively and efficiently.
- Appreciate the support and presentations given by WADA, UNESCO, Interpol, Olympic Council of Asia (OCA), FIFA, Swiss Anti-Doping Laboratory, Anti-Doping Laboratory Qatar, UKAD, and recognise the importance of the continued promotion and cooperation among all to achieve the goals of effective anti-doping policies.
- Agree that all participants recognise how partnerships with Law and Sport can facilitate effective anti-doping programs that protect clean sport and clean athletes, especially in the framed conditions in place through Sports Movement and National Anti-Doping Organizations (NADOs) adopting and implementing the 2015 World Anti-Doping Code (2015 Code) and complemented by governments ratifying and complying with the UNESCO Convention Against Doping in Sport (UNESCO Convention), and shall undertake the following actions:
5.1 Urge and encourage the World Anti-Doping Code Signatories towards quality anti-doping programs through implementation of their rules and achieving effective testing programs through the use of developed tools which include; Athlete Biological Passport (ABP), Anti-Doping Administration Management System (ADAMS) and Information Sharing mechanism, and further to cooperate with the law enforcement authorities to gather information on potential anti-doping rule violations.
5.2 Urge and encourage the State Parties of UNESCO Convention to promote the implementation of the obligations stipulated in the Convention, including the State Parties having the mechanism through appropriate legislations and regulations in place to deal with trafficking of prohibited substances, controlling performance enhancement drugs (PED) & supplements, creating conditions for doping control and providing value-based education program.
5.3 Encourage the Anti-Doping Organizations in cooperation with Interpol, World Custom Organizations and other international/national law enforcement authorities, as per the model of the MOU between Interpol and WADA, considering PED trafficking being a criminal issue involving criminal organizations with global networks, to develop the Investigation and Intelligence activities under the 2015 Code.
5.4 Encourage the Anti-Doping Organizations to promote the international cooperation through enhancement of partnership with other key stakeholders in various manners, where WADA can coordinate, including UNESCO, Governments, International Federations, Major Event Organizers (OCA, ONOC and others), developed NADOs, RADOs, Laboratories, Pharmaceutical Industry and Researchers when appropriate.
5.5 Recognise the significance of the roles and responsibility of the Athletes and Athlete Support Personnel in the 2015 Code, and promote the establishment of partnership with the lawyers to ensure athletes are entitled to a fair hearing, and should athletes or support personnel break the rules they are properly brought to justice to ensure the rules of sport are protected in the process of proper result management.
- Assist and promote the activities of the Regional Anti-Doping Organisations (RADOs) and the development of National Anti-Doping Organisations (NADOs), where appropriate, through enhanced regional seminars or symposia such as this conference as the successful model of partnership for the fight against doping.
- Note that there are major international sports events in Asian region, e.g. the Universidad, in Korea in July 2015 and also that preparation is now taking place for the Summer Olympic & Paralympic Games 2016 in Rio de Janeiro; and cooperate to ensure the success of these Games.
- Celebrate the 10th Anniversary of UNESCO Convention at the Conference of Parties in Paris on 29-30 October 2015 through promoting full collaboration with the State Parties.
